[pystatsmodels] Applying series text operations to data frames

If i use pandas to provide the string text methods that are applicable on
only series to dataframes, by adding a bool parameter and working
accordingly?
Can i contribute this to statsmodels?
And is statsmodels going to be part of gsoc'19?

I'm not sure what the proposed method means, but it does not sound like it
fits in statsmodels. We are not duplicating any pandas data handling
functions. We only include statistical methods and supporting code that is
directly needed for it.

It is likely that we will, but we will not decide on it until GSOC program
is in the initial planning phases next Spring or end of Winter.
